Sierra Club Speaks Out on Water Supply Plan

The Sierra Club is the oldest and largest grassroots environmental organization in the United States. Its members do their homework and take well-reasoned positions on critical environmental issues. I am pleased to reprint, verbatim, a statement that the Piedmont Group of the Sierra Club issued this evening on our Community Water Supply Plan:


"On September 20, 2010, the Charlottesville City Council passed a resolution calling for amendments to the adopted local water supply plan. Elements of the amended plan supported by the City include an aggressive water conservation program, capacity-restoring dredging of the South Fork Rivanna Reservoir, phased raising of the dam at Ragged Mountain and a new water transmission pipeline from the South Fork Rivanna Reservoir to the Ragged Mountain Reservoir. The Piedmont Group of the Sierra Club endorses the City's amendments to the local water supply plan, with the additional stipulation that construction of this new water transmission pipeline should begin only if and when facts indicate the new transmission line will be needed."

Establishing "natural stream flows" during low flow periods is very important. Yes we need flow gauges both above and below the unnatural water impoundment at Sugar Hollow Reservoir. It is not difficult or expensive.

RWSA uses a fictitious calculation to determine inflows into this reservoir. It is a small percentage of the Meacham River flow where it crosses Barracks Road. Even the 2004 Safe Yield Study says there is a better method.
